Configuration Management is one aspect in which many Telecom Operators do not invest. This is most possibly because most large Telecom Operators depend on COTS and thus depend minimally on in-house development. However, in fact, for the amount of in-house development most Telecom Operators conduct, I believe there is a reasonable case for investment in Configuration Management. The savings, though minuscule in comparison to the total revenue of a Telecom Operator, is still quite enormous considering the need for reducing cost of non-core functions like IT.
